Build on Linux

First install dependencies:

sudo apt install -y \
  gcc \
  libssl-dev \
  libhiredis-dev \
  libmongoc-dev \
  libmariadb-dev \
  libpq-dev

Build on Windows

Install precompiled openssl is the easiest way.
