Offset read/write with &self

Pros:

  • No runtime dependencies
  • read_at(&self, ...)

Cons:

  • BufOffsetReader is a bit kludgy - u64 as usize casts should probably Err instead
  • Implementing traits directly on File makes for inconsistent seek behavior when used by reference
