Next-generation CLI and API for reading and writing Quilt packages

lib.rs:

quilt4 is:

• the mutable adjunct to quilt-rs
• the successor to quilt3
• the low-level plumbing of quiltsync

It solves the problems of:

1. Copying immutable packages to mutable working folders
2. Tracking (and reverting) state in those folders
3. Creating new Manifests from the changes
4. Resolving merge conflicts between Domains
