Flash algorithm for Zynq-7000 SoCs with QSPI memory

This is a flash algorithm for use with probe-rs on Zynq-7000 SoCs using QSPI-attached single flash memory modules.

The generated file is target/definition.yaml which can be used directly with probe-rs via the --chip-description-path or can be included in the probe-rs build.
