This is the standard crate for random number generation. I use it in my own projects.
The code uses unsafe in a few places for performance reasons such as SIMD support. It is hard for me to say if this is safe, but I have had no problems with it myself.

I failed to review the whole thing. I looked at unsafes and when through ~10 random files. LGTM, but considering how important this crate it, my understanding of it is insufficient.
Crates in the crates.io registry are tarball snapshots uploaded by crates' publishers. The registry is not using crates' git repositories. There is absolutely no guarantee that the repository URL declared by the crate belongs to the crate, or that the code in the repository is the code inside the published tarball.
To review the actual code of the crate, it's best to use cargo crev open rand. Alternatively, you can download the tarball of rand v0.9.0-alpha.1 or view the source online.
